Overview

The Office of the Director is responsible for providing guidance and oversight of human resource services for state employees of the Department of Health and Mental Hygiene.  Services include providing support to units for the recruitment and management of employees, interpretation of policies and laws as they affect management and employees, payroll and timekeeping services, compensation issues, workplace safety, training and development and advising employees of the full array of benefits available to them as a state employee.  We strive to help the managers of the department find the best qualified staff so that they in turn can provide essential health services to the citizens of Maryland.  We also ensure that those staff are afforded accurate and current information regarding benefits and other Human Resources issues.

Janet S. Nugent has functioned as the Director of OHR since November, 2003.  She manages all the department’s HR services directly or through two Deputy Director positions.  Direct oversight is provided to the Training Services Division and the Administration Division.  One Deputy position oversees Classification and Compensation, Recruitment and Selection and Information Systems.  The other Deputy oversees Employer Relations, Employment and Risk Management.  

This office is responsible for the provision of personnel services to all headquarters units and twenty one local health departments.  Each unit is assigned a personnel officer responsible for facilitating and conducting all personnel related transactions.  The personnel officer is also responsible for ensuring that all employees have access to benefits to which they are entitled.   Payroll and Timekeeping services are located within the Administration Division of this office.  OHR is responsible for the oversight of personnel transactions at DHMH institutions, and provides support and oversight to personnel officers in each of the institutions.  

OHR provides Employee Relations services to all units of DHMH.  This staff is responsible for interpreting  laws and regulations, advising management regarding disciplinary courses of action, negotiating settlements and functions as the Secretary's designee in disciplinary issues.

Recruitment and Selection for specified positions for all units within the Department are the responsibility of this office.  The office advertises for positions, conducts evaluations of candidates and creates eligible lists for positions.   

Classification  and Compensation issues for all positions within the department  are also under the purview of this office.   The staff reviews all requests for position classifications and compensation issues.

Connection to the various information systems, analysis of data, maintenance of the OHR website and monthly reports are provided by Information Services.  This office provides analysis of data and current trends for the management of human resources.   

Finally, Training Services provides statewide training and management development for all units within DHMH and administers the tuition reimbursement program
