The Classification and Compensation Division of the
Office of Human Resources classifies positions in the Skilled,
Professional and Management Services which have been delegated by the
Department of Budget and Management. The Class Division prepares and
maintains the necessary records which document classification actions,
ensures that DHMH field unit staff are properly trained in the methods and
procedures of the classification process, defends agency decisions on
individual position classification actions in the grievance procedure, and
establishes an internal audit procedure of classification actions for
those units with delegated classification authority.
The division reviews and processes all requests for Executive Pay Plan
actions, as well as requests for actions under statutory salary setting
authority of the Secretary of Health and Mental Hygiene. The staff works
with DHMH Executive Management to identify critical compensation problems
and to develop documentation to support corrective actions in the form of
the Pay Plan Amendment process. They prepare revisions to job
specifications and standards for delegated classifications for submission
to the Department of Budget and Management for final approval. Guidance is
provided in the area of classification and compensation to the Director of
Office of Human Resources in the matter of collective bargaining agreements, or
in response to inquiries regarding legislation. Finally, the
Classification Division provides consultation and guidance to DHMH
managers in the areas of organizational structures, promotion from within
the organizational unit and position control.
